Wioletta Barwicka-Lofthouse

Wioletta Barwicka-Lofthouse currently serves as the Independent Chair of the Administrative Council of the Council of Europe Development Bank in Paris.

She is an expert in the international banking, with over 20 years of experience working for national and international financial institutions.

Between 2017-2023, she served for two terms as an Executive Director in the European Bank for Reconstruction and Development headquartered in London, directly representing interests of three shareholders, namely Poland, Bulgaria and Albania. She was elected in both 2018 and 2021 as the Chair of the Budget and Administrative Affairs Committee with the responsibility of negotiating the budget proposal as well as the operational priorities of the Bank with 73 shareholders. She was a member of the Audit Committee as well as a member of the Financial and Operations Policies Committee. Between 2022-2023 she was also Vice Chair of the Board Steering Group.

Previously, she worked for the National Bank of Poland for more than 10 years, where she was responsible for matters concerned with foreign affairs, as well as an expert, she contributed to the development of non- cash payment policies and strategies for Poland.

She served on the Supervisory Board of the Bank Guarantee Fund and held positions on the supervisory boards of various companies, representing the interests of the Warsaw Municipality. She possesses the necessary qualifications and authority to serve on State Supervisory Boards.

Her educational background includes completing the Executive Finance Programme at the Said Business School, University of Oxford, as well as postgraduate banking studies at the Warsaw School of Economics and management studies at Warsaw University.
